The Texas PACE Standards Alliance (TPSA) is the independent, statewide authority that ensures there are uniform, high-quality standards for Commercial Property Assessed Clean Energy (C-PACE) programs across the Lone Star State.
The Texas PACE program was established in 2013, through the bipartisan passage of Senate Bill 385 (83R) which was officially codified into law as Chapter 399 of the Texas Local Government Code. PACE is a financing program that enables owners of commercial and industrial properties to obtain low-cost long-term loans for water conservation, energy efficiency, and onsite generation projects.
TPSA’s PACE in a Box toolkit provides all the necessary documents and implementation steps for local governments to establish PACE programs quickly and economically while also standardizing the finance requirements across Texas.
