Improving Air Quality in the Houston-Galveston Area

With funding from the U.S. Environmental Protection Agency’s (EPA) Climate Pollution Reduction Grant (CPRG) program, the Houston-Galveston Area Council (HGAC) developed the Clean Air Action Plan (CAAP) for the region. The first multijurisdictional climate action plan for the 13-county Houston-Galveston area, the CAAP serves as a roadmap for improving air quality, protecting public health, and reducing climate pollution. It has a long-term goal of reducing 2021 levels of greenhouse gas emissions by 40% by 2050.

HARC has been partnering with HGAC on the development of the Clean Air Action Plan since 2023. Serving as the technical partner, HARC is responsible for developing greenhouse gas inventories and modeling emission reduction strategies for the region, along with monitoring and reporting on the Clean Air Action Plan’s implementation activities. HARC also supported stakeholder engagement activities, convening the Clean Air Regional Engagement (CARE) workgroup to source and incorporate community and expert feedback into the plan.

Through this work, HARC has advanced climate planning across the Houston–Galveston region by equipping communities with clear insights into key emissions drivers and high-impact reduction opportunities, enabling more targeted and effective implementation strategies.
