Harris County is at a pivotal moment in preparing its workforce for the future of clean energy and water infrastructure. The report, Building a Critical Energy and Water Workforce in Under-Resourced Communities, examines the Houston region’s rapidly growing need for skilled workers in the energy and water sectors and the systemic barriers that continue to limit fair access to these careers.
Developed by HARC with support from JPMorgan Chase and the Resiliency Workforce Collaborative (RWC), this report provides a detailed assessment of workforce gaps, training pathways, community needs, and opportunities to strengthen career pipelines in disadvantaged communities. Through community surveys, focus groups, and interviews carried out by HARC with employers and workforce training providers, the report highlights both the urgency and the potential for transformative workforce development in the region.
The findings underscore the importance of stronger alignment between employers, educators, and community organizations. Expanding career awareness, improving access to training, and coordinating regional workforce efforts will be essential to building a resilient, future-ready workforce that reflects and serves all communities in Harris County.
