Micalah Spenrath is the Manager of Policy & Energy. In this role, she develops and leads HARC’s legislative and regulatory engagement. She builds relationships with strategic stakeholders, including government officials and policymakers, to inform science-based policy. Additionally, Ms. Spenrath leverages her project management expertise to support HARC energy projects, including Solar for All and the HyVelocity Hydrogen Hub. Her interests include energy systems and markets, distributed energy resources, artificial intelligence, carbon management and energy policy.
Before joining HARC, Ms. Spenrath was a Principal at Advanced Energy United, where she advocated for legislative and regulatory policies to accelerate the adoption of advanced energy in Texas and was a member of the Aggregated Distributed Energy Resources (ADER) Task Force, a group of businesses, utilities, and research organizations providing expertise to support the Electric Reliability Council of Texas (ERCOT) ADER Pilot Project. Her previous experience includes leading state environmental projects at the Texas Commission on Environmental Quality and managing federal projects under the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program at GrantWorks, Inc.
Ms. Spenrath also served on the Electric Utility Commission Austin Energy Resource Planning Working Group which developed recommendations to update the Austin Energy Resource, Generation and Climate Protection Plan.
Micalah Spenrath earned a Master of Science in Civil and Environmental Engineering from Stanford University and an Honors Bachelor of Science in Earth and Environmental Science from the University of Texas at Arlington. She also holds a Project Management Professional (PMP)® Certification and a Certificate in Energy Innovation and Emerging Technologies Program from Stanford University.
