The Woodlands, TX — The Houston Advanced Research Center (HARC) is proud to announce the establishment of the Community Impact Advisory Council (CIAC), a group dedicated to ensuring that HARC’s climate equity work is inclusive, equitable, and just. Led by HARC’s Dr. Margaret Cook and Yaneth Barton (Calderon), the CIAC will amplify the needs of the state’s most vulnerable communities, ensuring that HARC’s climate initiatives benefit all Texans.

Mission and Role of the CIAC

The CIAC’s mission is to prioritize under-resourced communities impacted by climate change, bringing essential insights and perspectives to HARC’s work. The council will advise on strategy, promote equity, foster community engagement, and guide collaboration to ensure that HARC’s climate action efforts support Texas’ communities and are effective and equitable.

Diverse Expertise and Community Representation

HARC’s new CIAC members are DeeDee Belmares, Alexandra Castañeda, Rachel Flores, Dr. Alexia McClerkin, Dr. Evelyn McDaniel, Alan Watkins, and Tarique Rashaud.  They each bring unique backgrounds and experiences to support HARC in designing impactful community-centered programs. The CIAC includes dedicated professionals from under-resourced communities with expertise in climate science, equity, environmental justice, public health, and urban planning.

Responsibilities of the CIAC

The council will fulfill multiple responsibilities, including:

  • Strategic Guidance: Advising on climate action strategy, projects, and building partnerships that enhance HARC’s impact across Texas.
  • Community Engagement and Outreach: Strengthening ties with local communities to ensure HARC’s projects reflect the specific needs, values, and assets of those they serve.
  • Educational and Collaborative Initiatives: Supporting educational, workforce, economic, and environmental benefits through partnerships with community leaders, businesses, and government.
  • Monitoring and Accountability: Upholding HARC’s commitment to transparency and equity by tracking progress and ensuring meaningful outcomes.

HARC’s Commitment to Climate Equity and Community Benefits

HARC’s climate impact efforts focus on environmental sustainability, economic opportunities, and community health. Through collaborative partnerships with government, businesses, education and philanthropic organizations, HARC aims to deliver educational, workforce, and environmental benefits. These efforts are grounded in HARC’s belief that a sustainable future is achievable only when all communities have a voice and equitable access to resources.

With the guidance of the CIAC, HARC will strengthen its ability to co-develop impactful solutions that reflect the diverse culture, values, and needs of Texas communities, ensuring that climate action is both just and sustainable.
