Tarique J. Rashaud, CEO of Xemplar Carbon & Capital-LLC, has over 30 years of experience in energy ranging from Combined Cycle Power Plants to Virtual Power Plant Development and Renewable Energy Finance.  

Within the U.S. Market, Mr. Rashaud develops bankable sustainability and resilience solutions to facilitate municipal sustainability planning, development and execution of initiatives around Renewable Energy Infrastructure, Environmental Justice, and Green Economy Capacity Building. Mr. Rashaud has spoken at the UN COP27 Climate Equity Pavilion, and serves on the Industrial Advisory Board of both Prairie View A&M University’s Engineering Department, and Texas A&M’s NSF funded Louis Stokes Advancement of Minority Participation Program.   

Internationally, his firm leads a consortium of EPC and investment partners for establishing Ministry-Level engagements with Sub-Saharan Africa countries to help achieve their Nationally Determined Contribution (NDC) goals for Green House Gas (GHG) reductions.  He spearheads renewable energy infrastructure finance via Internationally Transferable Mitigation Outcome transactions as afforded under Paris Agreement Article 6.2. This includes attracting additional Foreign Direct Investment as required for scaling and accelerating GHG reductions and Sustainable Development Goal (SDG) impact at the Food-Water-Energy Nexus. 

Mr. Rashaud is a credentialed United Nations Framework Convention on Climate Change (UNFCCC) expert, and also contributes to The Biomimicry Institute, the U.S. Business Council for Sustainable Development (Executive Committee), and the American Climate Club (Board of Directors). His areas of expertise are carbon market strategy and renewable energy finance.
